Research On The Evaluation Of Development Efficiency Of Shandong Sustainable Foreingn Trade

Since the reform and opening up, Shandong province has changed the closed economy into the open, and integrated into the world economy gradually. In recent years, the economic development of Shandong province is showing impressive strength. Opened in 2010, the State Council officially approved the < Plan on the Development of Shandong's Peninsula Blue Economic Zone >, which marks the plan rising to a national strategy. Shandong province in the country's political and economic status will further enhance.In 2010, the GDP of Shandong reaches to 3.94162 trillion yuan, ranks the third in all of the provinces and cities, only behind Guangdong and Jiangsu. Shandong maintains such sustained and rapid economic development, largely because of the development of foreign trade. Shandong's foreign trade amounts to $ 188.95 billion, the trade dependence is 31.9% in 2010, showing great vitality. However, the development of foreign trade of Shandong in the national rankings has been in the position of the second echelon, not in harmony with the economic development. Guangdong province ranks the first in 2010, its import and export value amount to 784.663 billion U.S. dollars, is a quarter of the country's total trade value. The export volume is $ 453.199 billion, and import is $ 331.464 billion, much higher than that of Shandong province. So studying the development of Shandong's foreign trade is still a focus, can not be ignored. Especially in the era of promoting low-carbon economy, how to continue to deepen and broaden the sustainable foreign trade, becomes an important part of Shandong's economic development.We know Shandong's foreign trade is having a sustained and stable development, not only the expansion but also the trade structure, has made a significant progress. However, at the same time, it appears the ecological damages, environmental pollution, depletion of energy resources and a series of ecological and environmental problems, so the sustainable development becomes the first choice to many countries and regions.Although the scale of foreign trade of Shandong has a rapid expansion, it relies on high input, high consumption, high pollution and low efficiency. Low-level structure and weak competitiveness of products restrict the further development of Shandong's foreign trade seriously. The model relying on export quantity expansion, often emphasis on the short-term benefits while ignoring long-term interests, and pursuits the size and speed, rarely considers the issue of environmental protection and resource consumption. The result of export expansion is taking up a lot of land and other non-renewable resources. Consuming large amounts of energy leads to energy shortages, resource prominent, serious environmental pollution, which affect the sustainable development of foreign trade.In reference to the previous research results, the paper puts the sustainable development of foreign trade into the globalization and accession to WTO. At the same time, explains the generalized meaning of sustainable development of foreign trade under the guidance of scientific concept of development. On the basis of the economic, ecological and social benefits, the paper defines the sustainable development of foreign trade for the sustainable goods trade, sustainable service trade, sustainable foreign direct investment flows and direct investment to foreign flows. And then, elaborates the system theory of foreign trade and sustainable development, and builds the evaluation index system of sustainable development, such as trade scale, trade competitiveness, product structure, economic benefits, ecological benefits, and social benefits and so on, to conduct a longitudinal evaluation of system analysis and comprehensive analysis. And through the horizontal comparison with Guangdong, Jiangsu and Zhejiang province by research data, analyzes the level of Shandong's sustainable trade, and the main problems.The result shows that the overall trend of Shandong's sustainable foreign trade is getting better. High-tech products, machinery and electronic products and the proportion of primary products imports increase so significantly, that says the industrial structure of Shandong province is getting better. But compared to other provinces, there is still a gap between Shandong and the other three provinces. In the economic, ecological and social indicators, environmental indicator fluctuates considerably, and is trending downward. The overall trend of social is grate and steady, but the growth is slow. These show that Shandong's foreign trade in the past, put a little emphasis on the ecological environment, but the emphasis is still not enough. The driving effect is also not very significant, ecological and social benefits need to be improved.Finally, through the analysis of sustainable development model of trade in developed countries, the paper finds that the implementation of circular economy is the effective way to maintain sustainable development of foreign trade in western developed countries. Drawing on the successful experience of foreign countries, it puts forward the countermeasures for the sustainable economic development of Shandong province.
