Study Of Shandong Peninsula Blue Economic Zone Constructing Chinese-Japanese-Korean Regional Economic Cooperation

The economic cooperation of China, Japan and Korea has strong complementary quality and comparative advantage. Totally speaking, Japan is a highly developed capitalist country with advanced technology and productivity, while Korea is a medium-developed country with advanced technology and R&D experience, while China is a transformation developing country that just goes into industrialization period.Since 1997, the three parties have begun to actively participate in the"10+3"meeting of ASEAN. They deeply disscussed the prospects, development and cooperation of East Asia and agreed in jointly promoting economic cooperation in East Asia. And the cooperation of the three parties has actively developed within the framework of"10+3". To the current development trend, there has been mechnism of establishing economic cooperation. But due to political factors and emphasis on national interests and neglects of regional interests, the three parties can't achieve the goal of establishing a free trade zone in the short term. In view of geographical proximity in China, Japan and Korea, some of the three countries'provinces, counties, cities and even the SAR form closer economic ties, which play the"role model"in promoting the three parties'cooperation. And Shandong Peninsula Blue Economic Zone precisely has a unique advantage. So it's a question of great practical significance and long-term significance that how to make full use of regional advantages to make Shandong Peninsula Blue Economic Zone a first test area of China, Japan, Korea.When General Secretary Hu Jintao inspected Shandong in April, 2009, he clearly proposed that it's supposed to rapidly develop ocean economy, cultivate competitive ocean industry and build Blue Economic Zone of Shandong Peninsula. On January 4,2011, State Council officialy approved <Development Plan of Blue Shandong Peninsula Economic Zone>. This is the first approved national development strategy sine the twelfth Five-Year Plan and the first economic development strategy with the theme of ocean economy. It symbolizes that building of Blue Shandong Peninsula Economic Zone becomes national development strategy, which is a major strategic initiative that China's regional economy develops from land to ocean and that land and ocean is actively planned as a whole.Meanwhile, developed countrieds have carried on a new round of industrial instructing since the new century. Japan and Korea's economy is undergoing massive restructing and industrial transfer. Having a huge market, abundant and inexpensive human resourses and good infrastrcture, China has become Japan and Korea's first choice of industrial transfer. Shandong Peninsula Blue Economic Zone has better manufacturing systems and infrastructure, which plays an increasingly important role in Bohai Sea and Northeast Asia. It has become the most open, the most dynamic, the most competitive growth pole of power in norther China. Party Secretary of Shandong Province Jiang Yikang once again stressed in January 14th, 2011, in the"speech of Shandong Peninsula Blue Economic Zone's construction mobilization meeting":"Shandong Peninsula Blue Economic Zone is facing the most rare development opportunity."It's another real problem worthy of serious consideration that Shandong Peninsula Economic Zone how to seize opportunities to undertake industrial transfer of Japan and Korea, to actively participate in international division of labor against the backdrop of economic globalization, to totally raise the level of manufactureing industry and industrial structure, and to construct a higher level of domestic and even international manufacturing base.The paper firstly describes relevent content and research status of sub-regional economic cooperation theory. On this basis, theory with practice, the paper systematically analyzes the necessity and feasibility of Shandong Peninsula Economic Zone building regional economic cooperation in the test area and the strengths, weakness, opportunities of undertaking the industrial transfer. And the paper clearly indicate that how to udertake the industrial transfer is the key issue, which will be studied in the third part. Finally, the paper proposes that Shandong Peninsula Economic Zone establish and expand a new mechanism of cooperation of cities of Japan and Korea, undertake industrial transfer of Japan and Korea, explore the sea border economic cooperation in the regional model and a whole reference to specific methods and views for the three parties'economic cooperation.
