From2009, general secretary hu jintao proposed a "maritime shandong" to the"twelfth five-year""shandong peninsula blue economic zone development plan"(theletter[2011]no.1files) approval, now zhejiang blue economic zone, fujian strait economiczone, and the blue economic zone development and construction has passed thepreliminary exploration stage. How the process of the development of the blue economiczone in the future, better planning, faster development become a problem we have toface.In this paper, the first part is introduction, a simple analysis of the paper researchbackground, research purpose and meaning. The second part of this article summarizedresearch involves the related theory. Blue economy related research are introduced. Thethird part is blue economic development evaluation model and evaluation system. Toevaluate ChangYi city blue background needed for economic development model areintroduced. Respectively refers to the IMD model of national competitiveness, industrycompetitiveness of porter model and Iain Begg introduces the model of urbancompetitiveness, for the blue economic development evaluation system model providesreference and reference. The fourth part is an empirical analysis of the economicdevelopment level ChangYi city blue. First analyzed the development strategy of blueeconomic ChangYi city positioning and reality.
