The industry of Chinese telecom has a turning point of growth after a rapid growth during the last several years. The Telecom market in China developed the formation of"more adequate utmost"that is Chinese Telecom, Chinese Mobile and Chinese Unicom, after the market introduced the competition mechanism. In a result, Chinese Telecom, the biggest fixed-line operator, faced unprecedented competitive pressures. In addition, as a result of the less scale of voice market, the fixed-line operators faced the phenomenon of more incremental but less profit. Chinese Telecom has a strategic choice of mattering the survival and development, which is business transformation, because it lost the source of growth and faced the shrinkage of the traditional business.From the aspect of the entire industry, the transformation is the enterprise's process of metamorphosis by itself in the background of economic globalization and is the necessity of Chinese telecom industry to be experienced by the initiative innovation and strategic transformation in order to realize their sustainable development .From the aspect of the entire nation, the ultimate goal of the transformation is to promote the quality and level of the whole country's all industries through the development and improvement of the informational technology. From the perspective of the global market, the meaning of the transformation is to strengthen Chinese telecom industrial ability of the sustainable development in the global market and improve the international competitiveness of China's telecom industry and lay the foundation to win more international market for Chinese telecom.In the beginning of the basic theory of the Project Risk Management, this article discusses the definition of the project and the risk, introduces the general process of the project management and analyzes the specific process of the five processes of the Project Risk Management, including the risk management planning, risk identification, risk assessment, risk measures and risk monitoring, and also studies the technology and method of each process.The transforming of telecom business is a high-input and high-risk project. During the process of the transition, it will encounter inevitably all kinds of risks. This article applies the theory of risk management of project to the practice of telecom transformation. On the basis of the environment and the basic characteristics of project, in the reference to the general project risk management, the article identifies and predicts the factors of project risk, compares and improves the risk assessment of different technologies and methods, tries a combination of qualitative and quantitative methods that is AHP to evaluate the overall risk of the project, and develops appropriate countermeasures and programs. What's more, it proposes the risk management planning and risk control which adapt to the business transformation of the project, on the hope of providing some ideas to improve the risk management capabilities of telecom enterprise.This thesis examines the results of the final safety inspection bureau in Qingdao applied to construction project control system for the practice, citing AUP Analytic Hierarchy Process to this project to quantify levels of various risk factors, and sort, citing the sensitivity analysis of the construction project safety inspection bureau in Qingdao, and formulate appropriate strategies and control measures, for the risk assessment results.Through theoretical study and analysis of data on the actual case, this article aims to explore the applicability of operational projects in the telecommunications transformation of risk management theory and practice of guidance.
