In recent years, as China's telecom industry restructuring several times, growing steadily throughout the industry trends, and formed a relatively stable market development pattern. Every year, China's telecom operators have to measure business objectives for next year to work in order to accurately measure the business objectives. Business objective measurement can better guide and promote development of the telecom operators, so it is a very important work to the telecom operators. In China Telecom operators'business objectives conventional calculation methods, such as qualitative forecasting method, regression analysis method, trend extrapolation method and the moving average method, etc., although the measurement results have a certain significance, but both qualitative and quantitative forecasting methods forecasting method on the results of the prediction are not very good. This paper attempts to establish a reasonable business objective measure carrier model for telecom operators to provide reference for their business objective measurement and for the development of China telecom industry.Through a combination of qualitative and quantitative prediction and regression analysis, with the "Telecommunications business volume" and "the number of mobile users," these two indicators, focused on the factors that affect them, and obtained by AHP weight of their influence. In this paper, actual data on a variety of business objectives calculation method was verified to obtain a more satisfactory result. Finally, based on the actual application of this method made recommendations and pointed out shortcomings.
