Research On PPP Project Risk Analysis And Evaluation Based On Fuzzy Analytic Hierarchy Process

Good infrastructure plays an important role in improving people's living standards and promoting economic development.Most of the infrastructure construction is government investment and construction.In general,there will be two projects in the infrastructure projects Typical questions: First,from the complex characteristics of infrastructure projects need to start and build a higher capital,capital-intensive projects,so that the government will gradually increase the debt,the state alone can not supplement the ongoing infrastructure projects caused by the construction of funds gap;Second,in the construction of technology and management,government departments can not keep up with the development of technology and ideas,and because public goods for the government is not a profit project,compared to some private professional companies,there will be high construction costs and efficiency The problem.In view of the above considerations and research,China began to promote the PPP model,this model can ease the government financial constraints,reduce construction costs and improve efficiency,while also promoting the flow of social capital.But the existence of any kind of model will not be perfect,must be in the whole process of the project problems,resulting in the completion of the final project is not satisfactory.Analysis of previous PPP projects found that many cases show that the project is not completed because the risk assessment and management work is not in place,can not be timely to take risks to take corrective measures,or risk identification and evaluation is not accurate caused.Therefore,effective risk assessment and management of PPP projects is critical and can be said to be the key to the success of the project.Based on the systematic study and elaboration of PPP model and risk assessment and management theory,this paper qualitatively analyzes the general risk of PPP project,and uses the quantitative analysis method combined with AHP and fuzzy comprehensive evaluation.Finally,The model built in the text applied to the actual case.This paper hopes to establish an effective risk evaluation model through the deep study of PPP model,hoping to provide some theoretical reference for PPP project risk evaluation and management.
