In recent years, the price of commercial residential building has been very high, one important reason is that industry can't control cost efficiently. From macroscopic, research on real estate cost is very meaningful to avoid the housing bubble ; From microscopic, research on real estate cost is very meaningful to increase profit and market competition. In the recent years ,more competitors enter into the market, in particular, financial crisis affects economic, real estate enterprises a challenge. If real estate wants to exist, they must attach importance to cost control.This article makes study on the civil air-defense business street ,on the basis of analysis of the estate project, uses SWOT method to analyze the position of the project . And the article study cost control of three stages, including design stage, construction stage and completed stage,and make use of the WBS and earned value to study the cost control of this project.X is the biggest business street, this project is in the busy road sections of X, our customers can make high profitability, the main reason of building underground business street is that it can be used as civil air-defense facilities in war, and can be use as business street. The construction of business street confirms to the development of the city, and it will start a new platform for the economic prosperity. The project not only provide good economic benefit ,but also provide good society benefit. 50000㎡ covered area can bring 1.5 billion income ,and this project is supported by government ,so it can make the operation steady.First,This article describes the background and significance of this article , introduces the research method and research ideas, and make some introduction of the situation at home and abroad. Then this article describes knowledge about cost control theory. This section introduces the basic principles, status and procedures of cost control theory ,including WBS and earned value. And then the article describes a summary about this project. This section focuses on the need for the project construction and project specific circumstances. This article mainly makes some research on existing problems about cost control and resolvent in three stages, and this part uses WBS and EV methods to analyze this project, and we find that the cost overspend, and the planned speed are delayed. At last ,the article reaches conclusion and outlook. This part get a result, and draws appropriate conclusions, and the support project is forecasted.This study on cost control is not only for this project's decision-making and effectively controls the cost, but also expects to provide a effective decision-making help to some projects like this.
