Research On Relationship Risks Of Owners In Express Highway Projects

With the increasing of expressway construction projects, the risk of project construction units has caused wide public concern. All kinds of stakeholders in the process of the expressway construction project take park in the projects by various means, and make up a social network. In this network, the stakeholders and owners come about all kinds of relations(such as information, material,energy etc.) that influence the success of the projects greatly. The absence in some aspects may bring the corresponding risk to the investors, and will make the investors lose control of the projects and suffer a lose,even cause the failure of the project. At present, the studying of the relationship among stakeholders especially between owners and stakeholders in the expressway construction projects are seldom judging by surviving. Generally speaking, there are few literature which study the owners' relationship risk in the expressway construction projects from th point of view of the social network. Under this background, this paper takes the relationship risk and the corresponding policy responses between the owners and the stakeholders for example to carry out the research.Based on investigating the relative documents, this paper studies the relationship risk and the corresponding policy responses between the owners and the stakeholders which begin with the social network in the expressway construction projects. In chapter 3 of this paper, it elaborates the construction of the social network model in the expressway construction projects, analyses the hypothesis condition of the model, and redefines the core elements and main parameters in the models, which elaborates the stakeholders and the stakeholders' relationship in the projects, the connotation of the network density and centrality, and the process of the construction of the social network drawing in the projects. In chapter 4, it elaborates the category of the owners' relationship risk according to the types of the stakeholders' relationship in chapter 3, and elaborates the definition of network density and centrality, then combining with network density and centrality come up the coping strategy of the owners' risk.At last,we take the project implementation about the ecology of South Expressway of ji-Qing(jinan to laiwu) for example,then describe the relationship network formed by the project construction units(owners),Supervision Unit,design units,and construction organizations etc. which all main participations.And take the risk caused by the influence of the related parties to the owners as research object,studing the types of investment risk that may exist and put Policy responses forward according to the the project implementation.
