In recent years many economists research services trade theories and the various factors affect service trade, mostly from the angel of resource endowment, the development situation of service tradeand trade amount, the documents which analyse policy trade in services compare our country with the United States, Japan and India ect. But don't link Specific affecting factors with each department's openness to quantitative analysis. Here to try to do this sort of research. This paper uses the method of political economics to analyse empirically, combining with our country's political system and service trade policy decision-making process, and service trade policies's situation.This article is divided into six parts, first introduce the present situation of China's service trade policy and what is the political economy of trade policy analysis, Introduce he literature review of the political economy of trade policy,because foreign literature review more mature, so mainly summarizes the research on international, from different angle just like influence factors in the policy formulation and implementation of government, and of various interest groups's different kinds of purpose.Let everybody understand the political economy of trade policy analysis connotation better. Based on introducing the political economy of trade policy analysis, explaining policy formulation and implementation don't merely consider cost benefit so simple, but also from the government level plus political factor, standing at the national level to consider policy formulation.And then introduced the world now developed countries and developing co-untries's attitude to service trade policy and the reason of service trade barriers formation. Because services trade is different with goods trade, international generally represent trade barriers level index-trade openness to measure the degree of services trade's protection. And through empirical test for proof, extraction several typical service trade department, like these services trade department's co-mpetitiveness, national economic development level of foreign concentration, c-ontribution, the number of foreign direct investment is the government will con-sider the factors. And finally puts forward some policy Suggestions on service trade, the government should formulate the policy, what branches should develop and foster, what should we do to incompetitive advantage service trade departments, what kind of strategy implementation to China's service trade, making our country's service trade develop better,faster and more lasting.
