Study On Relationship Transfer And Renewing Of Rural Migrant Workers' Social Pension Insurance

China's rural migrant workers are large and special group of reform and opening up of China's industrialization, urbanization and modernization, an important force for change to China's economic and social structure development. However, in sharp contrast to the fact, the vast majority of rural migrant workers'social pension insurance in China is not be respected and be protected in effectively. End of the year 2009, the method of migrant workers' social pension insurance relations can not be effectively transferred and renewing within the nation is introduced, which have a positive exploration for the people need to change jobs frequently, but because it is mainly targeted at the rural migrant workers who participate in social pension insurance system for the one have stable work, and the one who have unstable work and low wage are still being excluded. From 1990's, the local government began to explore the social pension insurance system for rural migrant workers, the representative of the pension model is everywhere, but because the system, technology, funds and other reasons, the problem of relationship transferred and renewing of migrant workers' social pension insurance has always been difficult to break. In a word, the financial system in China is not well positioned to meet the requirements of "portability "for social pension insurance relationship of migrant workers.Being formed by a group of 27 nation states, as a transnational union, the European Union is a regional political and economic integration organization. Internal economic development situation of the EU is not balance and the complex flow of the workers, in comparison with the problem of relationship transferred and renewing of rural migrant workers' social pension insurance in China, there have an inherent similarity. In a certain extent, "section computing" model the EU adopted ensures the work' flowing and works' security rights, these arrangements also show strong regional cooperation and the collective wisdom. So there is very meaningful to make a program through studying and discussing the related systems in a period of transition.Therefore, the core of what the author want to say in this article:based on China's national conditions and migrant workers'characteristics and needs, we should learn from foreign theory and the EU and transferring and renewing of workers'social pension insurance experience, and then put forward practical policy recommendations. This author in this paper reviews the relevant foreign-related social pension insurance theory and the successful experience of EU, collate and summarize the regulations and practices about relationship transferred and renewing of rural migrant workers'social pension insurance in China, on this basis Learning from the EU, it is proposed to protect the pension rights of rural migrant workers under balancing the interests of local government.
