Research On The Current Main Problems In The Migrant Workers' Endowment Insurance Connection

It is a fast-developing age,when urbanization and industrialization are pushing ahead,and country and agriculture are developing constantly.A large number of rural surplus labors flow into the city and struggle for a life in all walks of life.These enormous labor teams do their bits for the construction of the cities with hard-working hands and sweat of wisdom,which rewards the society with the changing country and rich families.However,for a long time,since the identities of the migrant workers are special,the migrant workers are gradually evolved into migrant workers of the cities,and thus the legal rights and benefits of these workers are not protected effectively;and what's worse,it is difficult for the social security of the migrant workers to enter an urban security system,and meanwhile,with a special identity of both a worker and a farmer,the migrant workers are also not allowed to enter the urban security system.China is a great agricultural country,and the proportion of the agricultural population is large;and besides,the migrant worker population is in a rising trend.If this population is not given a relatively reasonable social security system,especially a pension insurance system,the following two consequences will certainly be led out:the first consequence is that since different areas have different pension insurance policies for migrant workers,in the process of relation transfer and renewing,the pension right and interest of these workers are infringed constantly,which damps down the insurance-participating enthusiasm of the migrant workers;and the second consequence is that if the government reacts passively on reformation,emergency cases and handling of the social pension insurance system,financial risks in transferred areas and then governmental credit crisis may be caused in the population moving-back peak and aging crisis period.Since the 1990s,exploration has been carried out on the pension insurance system for the migrant workers all over the world,especially the coastal developed cities,and team stabilizing,industry serving and payment balancing effects are also achieved.With the improvement of China's pension system,the state has promulgated and implemented "Interim Measures in the transfer and renewing of urban workers' pension insurance relationship"and "Interim Measures in the connection between urban pension insurance system and the rural one",which provide the policy basis for the connection.However,in the transfer and renewing process of the pension insurance system for the migrant workers,relation transfer and docking difficulties due to factors,such as mechanism system,system design,service level and technical operation and the like,are not completely solved all the time,which gives rise to highly-focused and continuous attentions of all social circles.The thesis is formed by five parts and is to arouse social attentions,push forward the reformation of the pension insurance system for the migrant workers in our country.The first chapter is an introduction part,which briefly introduces the topic background and research values,retrospects existing literatures at home and abroad,forms summary understandings of the topic and summarizes the study tendency of scholars,summarizes the study steps,process and study method of the thesis,and points out the innovation and limitation of the thesis.The second chapter is a part which explains the reformation of the pension insurance system for the migrant workers in our country step by step after introducing relevant concepts,interprets the town enterprise staff fundamental pension insurance relation transfer and renewing interim procedures issued in 2009 and urban and rural pension insurance system linkage interim procedures put into force in 2014 and the results thereof obtained after the implementation focally,enumerates the previous four kinds of local typical modes and makes a comparison between and give an analysis on them,and finds the relationship between the explorations and the relevant policies issued by the State Council.The third chapter is a part which reflects the systems of the two interim procedures themselves;the Yangxin county,Huangshi city is selected as a base point to carry out questionnaire surveys,the current situation of migrant worker pension insurance relation transfer is analyzed in a case analysis manner,and then,existing problems are put forward for the inadaptative performance of the system in the local area.The fourth chapter is a part which explores and analyzes the roots and relevant restrictive factors for generating such problems.The fifth chapter is a part which provides solutions for solving the difficulties in the migrant worker pension insurance relation transfer and renewing according to the actual situation of the migrant worker pension insurance relation transfer and renewing in our country,with the EU floating population endowment insurance relation ducking method and the analysis and study done above being combined.
