Performance appraisal is one of the main tools of human resource management, and it is the base of setting up scientific human resource management system. As far as the China National Petroleum Corporation (CNPC) Fushun branch company, which is a typical representative of natural monopoly enterprise, setting up standard and practical producing-related staff performance appraisal system is the key point of developing this company's human resource management system.The main purpose of this article is perfecting the design for the staff performance appraisal system of China National Petroleum Corporation. Firstly, it introduces the meaning and background of this research situation at home and abroad, and the related theory and concepts of staff performance appraisal. Secondty, it analyses the current situation, existing problems and why it causes based on the investigation and interview. It indicates significance of individual performance appraisal. Thirdly, contact the theory and the actual situation of the company, to optimize the design of staff performance appraisal program, to set up a performance appraisal program in accordance with the company. Through use the Balanced Scorecard, combine CSF and KPI, to set up the performance management, and to describe the strategic framework for the company. At the same time, on the base of the interaction of the four areas, such as the financial; customer; internal process; learning and growth, so as to evaluate the performance and efficiency of staff, and to implement and amendment the corporate strategy. Fourth, it introduces the preparation, feedback, the way to improve, and the results of the appraisal program. At last, our HR uses the proposed program to evaluate the performance of the staff, for example, uses the Balanced Scorecard to assess the procurement staff. And it achieved a good result by using the performance appraisal program. Other natural monopoly enterprises can learn from the proposed producing-related staff performance appraisal system of this article.
