Electric power industry is the most important energy industry that supports the development of national economic and social production. So the improvement and construction of electric power engineering facilities stands to the primary status in the construction of country infrastructure. As a significant part in national electricity, transformer substation plays an effective role in power transmission. To carry out high-quality substation project evaluation and selection is an efficient method to enhance their construction quality, which also has a positive affection to building a strong power system.Stands on the basis that conscientiously implemented the relative policies of national construction sector and power sector, as well as thoroughly studied the present act of national electricity on evaluation and selection of substation, this article has fully integrated project management, system reliability, system evaluation and other related scientific theories, in order to form an evaluation system of high-quality substation project.Firstly, this article elaborated electricity project management, system reliability, system evaluation and other related scientific theories, along with related policies of high-quality substation project evaluation and selection, provided theoretical basis for the research of project evaluation. Secondly, it introduced the targets and details of project evaluation, then formed a comprehensive index system of project evaluation, which also offered the necessary qualifications for it. Thirdly, combining with the circumstances of substation project construction, it described system reliability identification theory and established the reliability framework for project evaluation. By calculating the reliability of the mentioned index system, the article identificated the reliability of the system, at the same time increased the credibility of project evaluation process. Based on the fact that project evaluation system is a complicated system that involves several factors and measures qualitative description, this essay subscribed G1 Weight Determination Theory and Attribute Measurement Interval Recognition Theory as theoretical support. Finally, depending on specific cases, the article carried out practical applications on the model, which proved that evaluation model based on G1 Weight Determination Theory and Attribute Measurement Interval Recognition Theory could objectively and comprehensively evaluate high-quality substation project.The construction of high-quality project evaluation system of substation provided an easy and efficient way of substation project assessment, and actively promoted the improvement of electricity project management level. It can also contribute to the whole quality elevation of electricity construction project, as well as ensure our grid system to operate healthily and stably, thereby promoting sustainable and rapid development for national economic and social progress.
