Research On Technological Interconnection For Hefei Economic Circle Integration Development

With the economic globalization and the evolution of regional integration, construction of urban agglomeration or economic circle has become the development trend of the global economy, which is also the orientation of China regional economic development. China has gradually established three major economic circles in Pearl River Delta, Yangtze River Delta, Beijing, Tianjin and Hebei. These areas have accumulated the core strength of China's economic development. With rise of the central China, Anhui province grasps the opportunity to put forward strategies of Hefei economic development. The technological revolution makes knowledge, information, and technology communicate mutually in wider regions. Consequently, the science and techonology becomes the primary productive force, technological development and industrialization attract more and more attention. The paper analyzes the foundation and conditions of Hefei economic circle which covers Hefei, Huainan, Lu'an, and Chaohu, and makes further study on the development of these five cities for integration and technological docking. The paper also analyzes science and technological supports, continuous investment mechanism and technical platform conditions of new technologies. This conforms to the subject of the technological docking. In addition, the paper makes discussion on constructing the cooperation mechanism of combining the production, study, and research, and the information sharing platform, which helps to propel a new pattern of cooperation in science and technology innovation. The paper provides some suggestions for the communication of five cities'science departments in Hefei economic circle.The paper makes an intensive study on the necessity, feasibility, constraints, and proposals of technological docking through technological cooperation. It concentrates on scientific and technological innovation resources, takes advantage of each city's strength, achieves win-win mutual benefits, and enlarges the cooperation field all-sided, in order to establish Hefei economic circle innovation system and give useful theoretical perspectives and policy recommendations for the development of regional economy. Around this purpose, the paper expatiates on interrelated theoretics of economic circle firstly, and describes the current status of domestic and international economic circle development. Then the paper leads to the consideration of Hefei economic circles development status, brings forward the needs for Hefei economic circle in the integration of technological docking, and discusses the feasibility of technological docking through the institutional basis, science and education resources, technology innovation. Various constraints are inevitable during the construction of science and technological docking. The paper puts forward some countermeasures and suggestions to overcome the constraints, such as implementing economic circle integration stratagies, adjusting or optimizing the regional economic structure.
