The housing system reform in 1998 end in welfare housing system, fully completing the change of monetization and commercialization of housing distribution. Such a change causes percentage of our country towns having public homes fell rapidly, from 57.5% of 1995 dropping sharply to 16.3%of 2002. Since then,More and more urban families have to buy homes by its wealth accumulation, but under the credit constraints the savings is the primary choice of wealth for china's urban families.Based on savings theory, this paper analyse the influence of 1998 China's the housing system reform quickly for saving behaviour of urban residents. This paper used the CHIP data of1995 and 2002 of Academy of social sciences economics research institute, attempting to town household savings rate as the dependent variable, town family housing property as the core explanatory variables, and introducing town residents' per capita total assets, education spending per person, per capita living expenses and householder features as control variables. so, this paper utilize1995 and 2002 cross-section data regression. The empirical results found, in 1995, the town family of don't having the public housing does not exist significant savings rate difference for the town family of having the public; But, in 2002, savings rate of the town family of don't having the public housing exceed about 2.5 percentage points for the town family of having the public. This means that in 1998 the housing system reform in 1998 lead to the savings rate of urban residents rise. Specifically, the implementation of the housing system reform in our country reduce drastically the proportion of urban family owning public, making more and more urban families need to increase savings for purchasing home, so it eventually lead to the savings rate of urban residents continues to rise.Based on the theoretical analysis and empirical research, this paper come up with some suggestion and measures in oder to the saving rate of urban residents.
