At the same time,it also has the important meaning to optimizes the transportation environment and promotes the exchange of material and information between various regions.According to the transportation department of transportation's newest statistical data, the hunan province highway total course has upto 4th in our country by the end of 2009 from 17th in 2007.Our province highway development already marched into the new time which changes day after day.How to carry on effective processing to the highway thunderbolt, safeguard highway's smooth passing through, has becoming an arduous challenge to the superintendent and the performer.In this paper, we first analyzed the meaning, the content, the characteristic and the significance of the management on the clearing obstacles in the freeway.
