Less Developed Areas Of New Rural Social Pension Insurance System Research

Rural social pension insurance system is an important part of rural social security system.Since 1986, the implementation of the rural social pension insurance is mainly based on the farmers pay, which is called "Commercial-type Insurance ", and it has many drawbacks, leading to stagnation. With the increasing of Aging of the population, the problems of rural old-age are getting more and more attention. Rural social pension insurance is related to the interests of farmers, it is also an important factor in stability of rural development, social equity and social harmony. So, Improve rural social pension insurance is our urgent priority, and has great significance. In view of the pivotal role of Rural social pension insurance, under the guidance of the party and the support of central policy,10% of the country's districts and counties to carry out the work of the new rural social pension insurance. The greatest feature is that the State assumed primary responsibility, government gives financial support. Since the new rural social pension insurance has been carried out, it has been achieved good results:Insurance rates have greatly improved, the coverage is expanded. However, because of the reality that the development of regional economic is uneven in different region, our new rural social pension insurance has different results.In this paper, we select the economically less developed area in Jiangsu Province which has significant difference, study the new rural social pension insurance system of this area. First, take analysis on the old and new rural social pension insurance system of this city, and on this basis, from the number of insured, the number of pensioners, the amount of the accumulation of funds, financial subsidies state, management's structure and staffing, discuss the status of the new rural social pension insurance. Secondly, according to the analysis of the implement status of the city, from the insurance mechanism, financing mechanisms, and management mechanism, discuss the system of the less developed region and find the reasons for the problem. Finally, for problems found during the study, proposed the policy recommendations to improve the new rural social pension insurance system:Improve the insurance mechanism and the system design, enhance the attractiveness of the policy; improve the financing mechanisms to ensure local government can play a timely and effective role; Improve management mechanism, regulate the management of work.
