Problems And Countermeasures Research About The New Rural Social Pension Insurance Of Anjudistrict Suining

With the increasing development of five-years’national economy plan in China, more and more agricultural policies have helped the achievement of completing social security system cover all urban and rural residents, which is an important requirement for improving, building as well as completing the basic public service system. Under the situation of gradually developing of our comprehensive national strength, the social endowment insurance system, as a crucial component of rural social security system, has felt behind the level of national economy. With the industrialization, urbanization and changes of social structure of countryside, rural residents have an increasingly high appalling for new rural social endowment insurance security system. Therefore, building effective and efficient measures to mitigate the negative effect of aging problem has becoming an important issue related to the development of economy and social stability. The new rural social endowment insurance system has taken a series of pilot’s work since 2009, which insisted a fundamental, all-covering, and flexible as well as sustainable method of rural social endowment insurance. Under the guidance of this principle, every pilot’s work performance is good, and the rate and level of insurance have been expanded and improved as well.It is the fifth year of pilot’s work in Anju District of Suining City. This district has one of the first national new types of rural social endowment insurance in terms of pilot’s work. Solving the representative issues of pilot’s workin this districtand analyzing the situation of implementation of the current policies as well as making recommendations based on the reflections of representative issues of pilot’s workin this district can have a positive effect on the improvement of increasing the feasibility and execution of the policy. Meanwhile, they have a huge and realistic influence on accelerating a higher level of development and promotion of the policy in western areas.In this thesis, the increasing integration of urban and rural social security system and the gradual expansion of the new types of rural social endowment insurance are the background of this research. The hot issues, such as industrialization, urbanization and aging are the foothold of this research. Based on that, a comprehensive research on the current new types of rural social endowment insurance in Anju District of Suining City has been conducted. In the first place, the thesis is discussing the necessity and importance of building and completing the rural social endowment insurance system, as well as analyzing and concluding some research results. Based on those research results, an analysis of some related theories of rural social endowment system is carried out. Besides, this essay is conducting a systematically analysis based on the situation of the implementation of the pilot’s workin Anju District. In addition, this paper is highlighting the possibility of the practical operation and promotion, alsothis essay is making recommendations and countermeasures for the development of the rural social endowment insurance in Anju District of Suining Citybased on the practical implications and the related research results.
