Article 45 of China's present Constitution regulates that all the Chinese citizens have the right to obtain the material help from their state under the condition of being old, diseased or losing the labor ability. The state develops the cause of social insurance and relief and health and medical care needed by their citizens. Thereby it is necessary to effectively guarantee the right and interest of old-age pension as one of the citizens'most basic rights. The endowment insurance system, which is well-known as the social"security network", is the product of the social development and civilization and one of the most important symbols of the modern civilization. As one of the important components of the social insurance system, the endowment system is an intervention method for the Chinese government to carry out the macro-control. It is helpful to improve its social members'living condition and significant to relieve the social contradiction, maintain the social stability and promote the harmonious development of our economy and society. The rural areas is the key link for China to build the social endowment system; and the endowment insurance of the aged people in the rural areas has been being attracting more and more attention from the governments at all levels and even the whole society. With the constant growing proportion of the aged people in the rural areas, the traditional mode of providing for the aged, which is mainly focused on the land and family members, is being unprecedently challenged; meanwhile, this also brings opportunities for China to build a new type of endowment insurance system in the rural areas. Over the past several years, China has made some explorations in the construction of the endowment insurance system in the rural areas. However, the result is not satisfactory, which has been the common understanding of the governments at all levels and the academic circle. Although there are still many other reasons and problems, the indistinct classification of the responsibility between the central government and local ones and the inappropriate implementation by the local governments is becoming an impeditive factor for further developing China's social insurance system.First, this thesis sorts over the theories on governments taking responsibilities in the endowment insurance system in the rural areas home and abroad, expounds the practices of building such a system in the foreign countries and the inspiration it brings to China, and then enumerates the main contents of the new endowment insurance system in the rural areas (abbreviated for NEISRA). Next, by taking an investigation to Lushi County of Sanmenxia, which is an NEISRS experimental county of Henan province, the author introduces in detail how the local government of Lushi County carries out its responsibility, generalizes and analyses the problems in building the NEISRA and the future plan, and further puts forwards some countermeasures to improve the local governments'duties in the construction of the NEISRA so as to re-determine their responsibility, to find the best method of implementing them, to make China's NEISRA more stable and perfect, to constantly reduce the difference between the urban and rural areas and between workers and peasants, and to maintain the social stability and promote the construction of a harmonious society. This thesis mainly discusses the problem of the local governments'responsibility in carrying out the NEISRA, applies such research methods as investigation, literature study, and case analysis and takes it as its purpose to explore the best ways of implementing the local governments'responsibility in the building of the NEISRA.
