Analysis On Local Government Responsibility Of Implement The New-type Rural Endowment Insurance System

In September2009, the introduction of guidelines to pilot the new type village pension and insurance system issued by State Department (hereafter guidelines) further improved China’s rural social security system.It plays an important role to promote the new rural construction and realize the well-off society goal. The new type of rural social endowment insurance (hereinafter referred to as the’new agriculture insurance’)system are subjected to test, we need to constantly perfected and innovation. Under the background of the pilot by the national actively promote new agriculture insurance system, contrapose national regions,that is ningxia hui autonomous region economic and social development and the particularity of the system construction, discusses the important meaning of local government responsibility in pushing new agriculture insurance system.This article based on the present situation of rural endowment in the western national autonomous region, deep analysis the basic situation of PingLuo which is one of the first national pilot county in new agriculture insurance, in combination with the guidelines on closely and discuss the cause of the highlights of local government responsibility in the national regions with the implementation of rural society endowment insurance system,discover the problems of local government to fulfill duties, and put forward to some countermeasures in orde to promote territory of nationality government to fulfill responsibility of new agriculture insurance.The first part is based on the research background,significance and its present research at home or abroad,then presents the research mentality and paper’novelty; The second part presents the definition of the rural pension insurance related concepts, and introduced the related theory, including the public goods theory,the theory of system vicissitude and the government responsibility theory; the third part reviews the change course in China and in ningxia hui autonomous region of rural social endowment insurance system since reform and opening up, and analyse the pilot county PingLuo endowment condition objectively; the fourth part discuss from the family, society and government three aspect, and deep analysis of the government responsibility highlight reasons in the ethnic areas of the rural society endowment insurance;the fifth part elaborated the specific performance of local government responsibility flaw in the new-type endowment insurance system for rural areas in territory of nationality, and the causes; the sixth part have pointed proposed countermeasures and suggestions to perfect and promote local government to fulfill duty.The research in this paper is hoped to perfect the government responsibility in national regions in push new agriculture insurance in order to provide some constructive suggestions, and defuse an ageing population from some of endowment trouble.
