Building new socialist countryside concomitant with urban and rural economic development is a fundamental way to solve the problems of villagers, countryside and agriculture in this new situation. Rural residential land transfer involved the fundamental interests of farmers and controversial by all walks of life in the process of urban and countryside integration. Since reform and opening, along with economic development, a large number of rural migrant live in cities or go and back between urban and rural year after year, they still keep the homestead in the rural even make useless, because they can not transfer them legally. Coupled with historical reasons, rural construction land waste remain serious social issues, transfer of rural housing plot can not build like city because lack of demand. The current laws and regulations restricting the construction of rural residential land market, there is no effective exit mechanism. There is a waste of rural residential land shortages and urban construction land in sharp in contrast. As one of the most fundamental rights of farmers, homestead bear important social security role in the circulation of homestead about the stability of the prosperity of the rural economy, related to urban construction land shortage and food security, the national economy and sustainable development of society, the rural residential land use right transfer is of great significance to the society and the reality problem.This paper analysis the historical evolution of rural residential land use system since 1949, based on domestic and foreign-related theory, research methods. investigate the desire of farmers in urban fringe, suburban and village in city,analysis rural residential land use and residential transfer status in current system. Using Logit model to find the main factors in rural homestead for the family homestead, finally build residential plot transfer mechanism. This study includes four major parts, as follows:The first part is the literature review and introduction, describes the research situation at home and abroad, and the Residential Land in the background, purpose, significance, methods and technology roadmap. The second part describes the system in China since the founding of the historical evolution of Homestead, discussing stages of evaluation system, and analyzes the use of Yangling Demonstration Zone homestead status and problems.The third part analysis Residential Land transfer behavior by Logit regression model, identify the needs of Residential Land trigger factors, and analysis feasibility of the transfer from multi-angle.The fourth part of the paper build mechanism of the Residential Land, Residential Land must be under the guidance of the government in improving the social security system, based on the macro-control mechanism of organic combination with the market and revitalize the rural residential land market, promote urbanization to move forward, speed up the professional division of the farmers, the new socialist countryside and harmonious society guidelines for the new path.
