Mode Of Agricultural Circular Economic Development In Central Plain Of Shaanxi Province

Circular economic system development reveals to be an effective way to save natural resources, protect ecological environment, upgrade agriculture industry level, and achieve sustainable development of the agricultural situations. Meanwhile, it is also necessary requirements for promoting economy and society well and rapidly. Supported by the latest policies that the central government vigorously boosts the western development, the provincial government energetically constructs the new economic belt in central plain area of the province, industrialization and urbanization in the above area advanced smoothly. However, agricultural economy development comparatively lags behind, especially in agricultural circular economy, which needs to be promoted urgently.The paper introduces the domestic and international development situations of agricultural circular economy, summarizes the revelation and experiences attained in China, focuses on the agricultural characteristics and the function of agricultural circular economy in central plain area, lubricates and synthesizes the agricultural development situation together with the existing pattern in the area, and conclusively puts forward several problems which need to be resolved in the development of agricultural circular economy in the area, as well as pertinent countermeasures against them.Six parts are included in the paper with the first part, chapter one and two, to be mainly in paving for researching cyclic agriculture economy based on the features and general conception, which also concluded the conception and significance of circular agriculture economy. It also analyzed the current status and enlightenment from abroad and home. The second part, also chapter three, analyzed the current condition of agriculture, the successful features and models in central plain area. The third part , chapter four, analyzed the obstacles and problems in the area, for example, the current cycle is conservative, the extension of industrial chain and industry linkage needed a further breakthrough; the focus of developing the cyclic economy was not attained enough importance; emphasis on'circular'may, to some extent, neglects'economy'development; the policies and regulations needed to be added; the weak economic sense of farmers and less supports of technology and investment from government needed promotion; the market mechanism and lack of social participation should be improved ,and so on. The fourth part , encoded as chapter five, illustrated the potentiality of the cyclic agriculture economy in central Shaanxi plain, proposed its necessity and important strategic significance, pointed out that the cyclic economy here is of promising future if establishing a low carbon economy in China. The last part discussed the models of economy in the area. Firstly, the part proposed clearly that all the principles such as appropriateness, effectiveness, continuity, operability and accountability should be held on when the farmers choose the economic model. Secondly, It analyzed the structure and function of cyclic agriculture economic model in the area and put the utilization, development and protection of land resources at the prior place, which reflected the importance of protection and utilization. Lastly, the article focused on analysis the nine suitable economic models to promote in the central plain area in Shaanxi province.
