Development And Application Of Jinnong Scheme In The Construction Of Agricultural Infomatization In Shanxi Province

Under the background of a society with high inforamtization and technology with high integration, it must undertake agricultural informatization if to make great development in agriculture and rural economy. Agricultural informatization is an important measure to meet the challenge of knowledge economy and promote new scientific revolution of agriculture. It is the requirement for sustainable agricultural development and the key point for the success of agricultural modernization and realization of the overall moderately well-off society in rural areas. It is also the trend for agricultural development in our country.The construction of agricultural informatization started late in our country and the development is far behind compared with the developed countries. In order to improve the level of agricultural informatization, it should strengthen the theoretical study on agricultural informatization and pay attention to the problems existing in the practice and solve them timely. Based on the development and application of Jinnong scheme in agricultural informatization in Shanxi province, the article firstly explained the contend and intension of agricultural informatization and the present situation both at home and abroad and then, through investigation and study and practical implementation, made detailed analysis on the present situation of sub-components construction concerning Jinnong scheme from the following 4 aspects:social problem, target of government administration and business, business concept and system requirement. At last, on the basis of the above analysis, proposed the function and suggestions of Jinnong scheme in the construction of agricultural informatization.(1) The construction of agricultural informatization started in the early 80s'of the twentieth century in our country. Agricultural informatization is to develop and apply modern information technology in agricultural field. It is to apply the information technology in agricultural production, marketing, consumption and social, economy and technology in rural areas so as to speed up the transformation of traditional agriculture, greatly improve agricultural production efficiency and productivity as well as to promote the sustainable, steady and high effective development. (2) According to the analysis to the target of government administration, business and operation combined with the liability of agriculture and food department, the project components at the 1st phase of Jinnong scheme should include agricultural monitoring, intent processing for market supervision affairs, marketing and scientific information service, development and integration of information resources, improvement and extension of information service net.(3) The implementation of Jinnong scheme will promptly improve the ability of the government for agricultural policy making, supervision and management and information service. It will play an important role in increasing agricultural efficiency and farmers'income as well as to the agricultural modernization and new socialist village building. Active measures should be taken to complete the scheme as early as possible and it will bring great social and economic benefit for modern agriculture.
