As the reform of collective forest tenure developed, the forest resources assets are clear for the peasants of private property, which inspired forestry production enthusiasm. one of the most effective ways of getting development funds quickly is carrying out the forest resources assets mortgage, which is used forest property right themselves for impoverished farmers ,that not only effectively activate the forest resources assets and realize the forest resource assets liquidation, but can create new imposition of the individual financing credit platform out of Shaanxi traditional public financing system of forestry.This paper summarizes the theoretical research on the basis of predecessors and construct a conceptual framework on the mortgage of forest resources asset comprehensively, and in-depth investigated forest resources asset mortgage mode, processes, status and so on, This paper summarized the successful experience for reference this year, which combined with the practical results of forest resources, the humanities and the province economic characters.
