Since2003the implementation of the reform of collective forest right system, our collective forest property become gradually clear. After the work is completed correctly, the forestry contracting households received forest warrants, who has truly own the use-rights of main forest land and forest ownership. Farmers and forestry enterprises’ production and management initiative with unprecedented enthusiasm, the income of farmer of forestry reform area is also rising. However, due to economic development of the forest is lagging behind, after obtaining forest concession, foresters, forestry enterprises mostly encountered a capital bottleneck constraints. Due to the lack of effective financial support, foresters, forestry enterprise production and operation is severely restricted, forestry production and development has been a great influence. In certain extent, apply for forest right mortgage loan from financial institutions by secured forest assets, can relieve farmers, forestry companies funding constraints, broaden forestry financing channels and accelerate the development of the forestry industry. Therefore, on the development of forest right mortgage research have specific theoretical significance and practical value.Hunan as the central province of China, which forest tenure reform started relatively late, until March2008it began to start. With more than five years of development, Hunan has been basically completed the work about collective forest right, and awarded forest right certificate to vast majority woodlands which were given rights indeed, it laid a good foundation for the development of forest right mortgage business. However, affected by various factors, Hunan Forest Right Mortgage Loan not yet realize the scale of development, forest right mortgage is not an effective way to alleviate the financial constraints of farmers. On the basis of the market survey, this thesis summarized the development status of Hunan forest tenure reform and forest right mortgage business. This paper use the multiple perspectives to analyze the factors of impact of Hunan Forest Right Mortgage Loan Business Development, such as lack of effective demand, lack of effective supply, information asymmetry and so on. Furthermore, this paper suggestions how to strengthen the legal construction of forest right mortgage on micro-level, meso-level and macro level, and strengthen policy advocacy of forest right mortgage. Thus put forward countermeasures and suggestions about Hunan Forest Right Mortgage Loan business development.The thesis innovation:First, combine the necessary market research and combined with the actual situation of Hunan, and then, analysis of the specific factors that influence the development of Hunan forest right mortgage loan business, then proposed some policy recommendations of development of promotion of Hunan Forest Right Mortgage lending business; Second, by integrated use of economic theories, from perspective of lack of effective demand, lack of effective supply, information asymmetry to analyzes the factors of obstacle Hunan Forest Right Mortgage Loan, thus laid the necessary foundation for further promoting the development of Hunan forest right mortgage business. But, due to the difficulty of collecting data and the limited time, so, some deficiencies of empirical analysis are exist in this paper, I will conduct in-depth follow-up studies to address these issues.
