Since the 1980s, the growth of international trade in services far exceeded the trade in goods. As an important component of trade in services, International trade in tourism services is not only an important source of national non-trade foreign exchange, increasing revenue, improving corporate profits and Creating employment opportunities, but also can make a virtuous circle of economic input-output and improve the economic structure and industrial structure. In recent years, international tourism trade in services in Heilongjiang Province has made great progress. According to the statistics of 2000 to 2009, the number of international tourism and foreign exchange earnings of Heilongjiang Province have been increasing except 2003, which was affected by SARS. However, we should clearly recognize the gap in the international trade in tourism services between Heilongjiang Province and the developed provinces and the overall level of tourism remains to be improved. In 2009, international tourism trade in services of Heilongjiang Province exports to $ 640million, which only accounts for 1.61% of that in China. In this context, the studying on the competitiveness of international trade in tourism services of Heilongjiang Province from the theoretical and practical aspects is significant.The article selects the indicator of domestic market share, the contribution rate index of trade in services export, trade competitiveness index and revealed comparative advantage index to analysis the competitiveness of international trade in tourism services of Heilongjiang Province. The results show that the competitiveness of international trade in tourism services of Heilongjiang Province has been increasing, but compared to other provinces there is a big gap. To find out causes, it analysis the factors impacting the competitiveness of international trade in tourism services of Heilongjiang Province in the empirical and practical view. Analysis shows that: market demand factor and capital investment factor play a great role, the lagged tourism enterprises restricts the improving of the competitiveness of international trade in tourism services. Finally, this article proposes the related strategy suggestion according to the problem which existed in the development of international trade in tourism services of Heilongjiang Province: Firstly, we must increase investment in tourism services elements, especially in fixed capital and human capital investment; Secondly, we must actively open up tourism market. Specific measures include: setting overall image of tourism in Heilongjiang province, launching tourism theme publicity and promotion activities and promoting international, inter-provincial and regional cooperation to integrate tourism products; Thirdly, we must vigorously promote the development of related industries, for example transport construction, information technology construction, food and beverage industry and so on; Fourthly, we should effectively improve the competitiveness of tourism enterprises.
