With Socio-economic development and national policies encouragement, the rapid growth of tertiary industry has become a shining point since the end of last century. During this period, hotel industry, as one of the three pillars of the service industry, developed fast in terms of quantity, scale, marketing quality and concept. Meanwhile, with the development opportunity arising, here came development competition covering almost all the cities, big or small, including the city of Shijiazhuang where Taihang State Guesthouse (THSG) is located. Besides, THSG faces a series of internal problems caused by internal upgrading of hardware. To maintain the existing position in the market and thus achieve greater development, strategic management should be emphasized and scientifically rational strategic goals are supposed to be established.The paper, in such a context, chooses THSG as the research object and discusses the internal and external environment faced by THSG. Based upon these, the paper discusses the strategic planning of THSG , its corresponding principles on complementation and control and concrete methods.The paper, to start with, introduces the relevant background information about industrial situation and the current situation of management and administration, and then dwells on the development course of strategic enterprise management, basic theories and such research instruments as PEST analysis, value chain analysis(VCA),Five Forces Model, SWOT analysis and the balanced score card, putting forward the basic problems facing hotel enterprises when strategy management is applied to hotel enterprises; Then, the paper analyzes the internal and external environment HTGH is facing and its competitiveness by resorting to the above mentioned theories and methods, which serves as the basis for establishing the development strategy; Finally, the paper conducts SWOT analysis and accordingly comes up with strategic system for hotel enterprises comprising of differentiation competitiveness strategy, brand strategy, talent- revitalizing-- enterprise strategy and informatization. Meanwhile, the paper studies the implementation and control mechanism of strategic target.To sum up, the paper aims at providing direct and practical theories for the implementation of THSG strategic management. Meanwhile, the research can shed light on other hotels, especially on the strategic management of those cross-government business types since THSG is typical in terms of scale, operation and management.
