As an important force to support the development of the national economy, the construction industry has made important contributions to the country's urbanization and industrialization since the reform and opening up. However, in view of the gradual slowdown in growth, the national economy began to enter the ranks of the rapid development of society for fixed asset investment heat slowly declined, the construction industry overcapacity problem has become increasingly prominent. However, due to the low access threshold of the construction industry, leading to increasingly intense competition in the industry. For small and medium sized construction enterprises, because there is no large state-owned construction enterprises in the construction capacity and the size of the enterprise, the government policy and financial support, the competitive environment is deteriorating.Sichuan H Construction Co. Ltd. as a typical representative of this kind of enterprise, its survival and development in the process of rapid development of the national economy, how to seize the opportunity in the weaknesses, which can develop and implement to meet the market requirements of the project, but also can make development strategy of enterprise itself actual operation, for the company to maintain the long-term, stable and has important significance to sustainable development, also have their own core competitiveness and help enterprises in the construction industry the fully competitive market, so the market occupies a space for one person.Based on the research of the development strategy of Sichuan H construction company as the object, in the strategic research literature theory, by using the PEST model, Potter's five forces model and VRIO model and SWOT matrix analysis tool, the strategy of internal and external environment of enterprises are analyzed, and the trend of industry competition, enterprises in the industry positioning the overall position, according to the characteristics of stage and the internal and external environment of enterprise production and management, the use of quantitative strategic planning matrix (QSPM) for quantitative evaluation of four kinds of enterprise strategy possible, suitable for the development of its SO strategy. On this basis, the implementation of enterprise strategic framework from the strategic thinking of the level of information, financial management system, decision-making system, evaluation system, strategic management and execution management aspects respectively, and emphasizes the importance of risk management, and from the three aspects of the leadership of the company, employees of the enterprise culture construction, propaganda and mobilization on the company's strategy for the implementation of security. The promotion and expansion of the strategic management of construction enterprises in China have some reference value.
