The Research Of Voluntary Supply About Public Products In China's Rural

The research on public product supply has been one of the themes in Public Economics. Effective supply of rural public product can raise farmers'level of life, accelerate the development of agricultural production and keep rural stability. Currently, Chinese scholars have obtained remarkable achievements in the theories of rural public product supply, especially in the theory of effective supply .However, owing to China's conditions, the practical effect is not obvious. How to effectively provide sufficient rural public product is of great significance to build socialist new countryside, coordinate rural and urban development, and construct socialist harmonious society.At present the shortage of rural public product supply has hindered the countryside development. In order to meet the demand of social development, to build multiple supply modes is imminent. Governments are being the major and only role for public product supply and they make the up-to-down policy, which makes the low level of rural public product supply. With the development of rural economy and the improvement of farmers' income, products'quality and quantity are changed and different requests for products are becoming more and more obvious. So governments as a major role are challenging. And the rural public product supply market is driven by the benefit. Some kinds of rural public products which have low interest rates are neglected. Social problems resulted from the shortage of rural public product supply make academic researchers actively seek the supplementary ways for rural public product supply. In recent years, more and more researchers are studying rural public product voluntary supply. For example, professor Fan Liming wrote the analysis of Chinese public product supply and voluntary supply market in China, which states the conditions, methods and incentives in public product voluntary supply through the analysis of public welfare lottery and social donation. And professor ZhanJianfen'the study on the public product voluntary supply in the construction of new rural countryside in the case of zhejiang funded by the National Social Science Fund shows the importance of public product voluntary supply through the cases. Based on the analysis of the research results, the author thinks that the rural public product voluntary supply can be complementary to the governments and markets supply. Based on the analysis of current situation and the foundation in the countryside, this essay reveals the feasibility and necessity of rural public product voluntary supply.
