The Supply Problem Of The Rural Public Product And Counter Measure Research

The three rural issues is of fundamental importance in China’s socialist modernization construction. It is related to national economic and social development of strategic and global interests. Rural public products supply works as an important link in China’s three rural issues. Whether its supply structure and supply efficiency is reasonable, effective and has become a main factor restricting the development of agricultural economy.The normal supply of rural public products, with natural risk and market risk is of great importance. However, the current rural public products in China is faced with a shortage in supply, low efficiency, structural imbalance and supply imbalance between urban and rural areas.To investigate its reason,we know both government and market, history and reality, and even the farmers themselves can be the causes of this problem. From household contract responsibility system to rural reform of taxes and fees, the government’s reform of agriculture, has been in practice to explore and advance for a long time. Though we have made great progress, but there are still many problems and shortcomings existing. We can’t fundamentally meet the farmers’demand for public goods and it contributes to the relative surplus situation in the market. All in all, China’s rural public products theory research is still lagging behind and it’s development is still in slow pace. What’s more, China has not set up the rural public products supply system which can be suitable to China’s basic national conditions.In this paper, starting from the definition of rural public products, supported by the related theory of public goods, the author systematically puts forward the problems of rural public goods supply in our country, as well as the causes of these problems. Integrated use of public management, institutional economics, political economics and other multi-disciplinary knowledge and research methods and consult and reference from the foreign representative country experience and methods shed light on our minds. Based on our national conditions, fully with the aid of experience of other countries, the author attempts to influent the system analysis of the causes of the rural public product supply by proposing solutions and countermeasures for the present situation in our country. Through optimizing the structure of rural public products supply and efficiency of the ascension, we can set up a rural public products supply system of Chinese characteristics.
