The Research On The Mixed Supply Mode At The Rural Public Infrastructure In China

With the release of the No.1 document of the Central Committee in 2018,the construction of rural public infrastructure has entered a new stage of development.The document points out that it is necessary to promote the upgrading of rural public infrastructure and continue to focus on the construction of public facilities in rural areas.At the same time,with the promotion of supply-side structural reforming in the whole country,the supply mode of rural public infrastructure should be reformed and innovated under the background of "dealing with the stock and optimizing the increment".Through the comparative analysis of the theory and reality,this paper concludes that the effective way to reform the rural public infrastructure in China is to use the mixed supply mode.However,at present,there are many problems in the mixed supply mode in our country as follows.First,the strong emphasis on the mixed supply,but the government has the absolute advantage.Second,the popularity of mixed supply is in a small area,and the regional development gap is large.Third,the collocation of mixed supply is not scientific and reasonable.Based on the classification of rural public infrastructure,this paper proposes a mixed supply mode dominated by different suppliers.First of all,according to the theory of public products and the theory of clubs,this paper divides rural public infrastructure into rural pure public infrastructure,rural public resource public infrastructure,and rural club public infrastructure.Furthermore,with the help of the theory of public finance,the mixed supply mode can be divided into government oriented mixed supply mode,market oriented mixed supply mode and voluntary organization oriented mixed supply mode.And all the modes can be established a one-to-one correspondence with the supply of different types of rural public infrastructure.Firstly,the rural pure public infrastructure should be supplied by the mixed supply mode dominated by the government,including public supply of public production,vertical fiscal transfer payment,horizontal fiscal transfer payment,etc.In order to popularize this mode of supply,we need to promote the reform of government system,improve the mechanism of government supervision,and actively guide other supplies.Secondly,the public infrastructure of the rural public resources should be supplied by a mixture of market-oriented supply,including enterprise supply,government purchase,government and social capital cooperation,etc.For purpose of developing the market-oriented mixed supply mode,it is indispensable to cultivate the main part of market supply,strengthen the cooperation of government supervision,and optimize the market competition environment.Thirdly,the rural public infrastructure of the nature of rural clubs should adopt a mixed supply mode led by voluntary organizations,including government entrustment,government subsidies,incentives for voluntary organizations,and so on.It is necessary to encourage the development of voluntary organizations,strengthen government support,appropriately introduce market supply,and promote the development of mixed supply modes dominated by voluntary organizations..
