Study On Cooperative Efficiency Of PPP Project Based On Control Right Theory

The issue of public investment is such a complex but important subject that often receive special interest arguments. In fact ,due to the dual-reason of historic development and actual demand ,regional public capitals in china are in shortage widely,and various types of local government investment have been carried out heatedly in recent years。Faced with this situation ,The PPP get more attention by the central and local government gradually. Public Private Partnership ,is a new cooperation mode between the public sector and private investor,The essence of the PPP is exerting advantage of public department and private department to cooperation adequately. With the development of capital market and improvement of the Public projects in China, the pattern of control rights is playing a more and more important role on the corporate financial performance. The problem of public investment project related to the social development and people's lives has become their vital interest. As to the public investment,the public not only concert its effect on the society,and also begin to pay attention to the efficiency in its process. Based on these concepts, this paper studied the theory of PPP-based control of the efficiency of public-private partnership. We expect that this kind of exploration can provide us with effective theoretic foundations and policy based as regard to improving the efficiency of public-private partnership.First, this article from the economics, finance, sociological point of control of the PPP project began to explore the theoretical source, the comparison and analysis of property rights and control, ownership and control, power and control over the enterprise, based on the description of the PPP control over the basic theory of project source, and the help of PPP projects "butterfly" structure analysis of the PPP project control over the essential meaning. On this basis, in accordance with control of the control system point of view based on the re-division of PPP model, with control over the movement and transfer characteristics, analysis of the PPP project control level. Learn from the typical project structure to contract as the starting point analysis of the PPP project control structure. Secondly, the theoretical analysis, based on the cooperation of the PPP project investigating the efficiency of program design, analysis purpose of the survey, learn from the research results integrated into the research indicators, design the questionnaire. Finally, factor analysis to find the impact of PPP projects a key factor in the efficiency of cooperation, and to identify the number of relationships between various factors.
