In order to avoid the lack of investment in infrastructure construction and become a constraint to the development of the national economy,the Chinese government is vigorously promoting the PPP model,introducing social capital into the supply of public goods and services,and improving the efficiency of the allocation of social resources and funds.However,because the infrastructure supply under the PPP model is more than the traditional government single-subject supply,it has many characteristics of participating parties,complex interests,and complicated investment sources,which makes the cooperation between the government and social capital complicated and the cooperation efficiency difficult.improve.Therefore,from the perspective of stakeholders,this paper studies the method of controlling the efficiency of infrastructure PPP project by adjusting the interest relationship based on the model of the influence of control rights on cooperation efficiency,and provides a theory for guiding the improvement of cooperation efficiency of real PPP projects.Basis and reference.Firstly,this paper sorts out the research status of PPP project cooperation efficiency,and through the definition of "cooperation" and "efficiency",studies the difference between infrastructure supply mode and traditional infrastructure supply under PPP mode,and the meaning of cooperation efficiency of infrastructure PPP project.Secondly,the analysis of the cooperation efficiency of infrastructure PPP projects,through the expert interviews and Delphi research and other methods to obtain significant factors affecting the efficiency of PPP cooperation: the level of investment of all parties involved,the level of social capital efforts and incentives According to the analysis of stakeholder PPP project,the control right is the core to adjust the interest relationship of each participant,and the research idea of the influence of research control power on the significant factors on the cooperation efficiency of PPP project is established.Then,The method of mathematical modeling studies the influence of control power on cooperation efficiency,and constructs the influence model of control power on the input level of the partners,the level of social capital efforts and the incentives for rewards and punishments.The model gives the control factors to significant factors.Impact relationship,optimal decision-making of government control rights,and awards The optimal decision of incentive coefficient;Finally,taking the Hangshaotai high-speed rail PPPproject as a case,through the establishment of input performance and effort performance evaluation system,the qualitative expression is transformed into quantitative analysis,the case and performance evaluation data are introduced into the model,and the application of the model is carried out.The calculation demonstrates the applicability of the model and the correctness of the model conclusions.In addition,based on the analysis of the results,relevant suggestions for improving the cooperation efficiency of infrastructure PPP projects are given,which further improves the practicability of the model.
