In recent years, as China's accession to the WTO and the implementation of"Framework Convention on Tobacco Control"(FCTC), China's tobacco industry has begun to face unprecedented competition and challenges. Given such environment in which there is seemingly not much room for optimization, the logistics as"the third profit source"has begun to be gradually introduced into China's tobacco industry. Modern logistics network optimization is the foundation and core for building modern logistics. Tobacco logistics is highly professional and complex business. There are no advanced, practical, efficient and stable logistics network optimization techniques and methods. How to achieve effective and stable cigarette logistics network optimization is the pressing problem of tobacco industry.This paper is based on the logistics of the commercial tobacco fields, studies the logistics distribution network level division, distribution center location and the node path optimization problem. We analyze the characteristics of tobacco commercial logistics and operation mode, propose a tobacco distribution network topology, establish the tobacco commercial logistics network optimization model based on transportation costs, warehousing costs and service levels, then design and implementation of the tobacco business logistics network optimization decision-making system. This mathematical optimization problem is NP-Hard problem, and we use swarm algorithm for its solution. In a summary of the existing classical heuristic algorithms based on the reference, we propose a hybrid particle swarm algorithm with the combination of genetic algorithms and simulated annealing algorithm. The contents of this paper are organized as follows: Firstly, we summarize the technologies which will be used in logistics network optimization, and analyze the tobacco logistics network optimization problems and challenges. Secondly, a tobacco business logistics network optimization model is proposed. We use a hybrid particle swarm algorithm to solve this problem. And then we design the optimization decision support system for tobacco commercial logistics network. Finally, the research process and results are reviewed and summarized, and we make a vision of the direction of future research.
