Carbon Reduction Responsibility Of Industries Based On Input-Output Analysis

An agreement on carbon emission reduction has been achieved among countries allover the world because of the serious environmental problem which is caused by carbonemissions. The discussion about how to share responsibility for carbon emission reduction,therefore, has become a hot research topic. The existing researches are mostly based onthe efficiency of carbon emissions, ignoring the influence on economic development.Studys only focus on closed economies or carbon emissions in trade. As to our countrywhich is a developing country whose economic growth is also urgent, the core problemlies in how to coordinate economic growth and carbon emission reduction. Based on thedevelopment perspective,balancing intra-regional trade and regional trade, this paperstudys the responsibility of industrial sector in regional to make the results morereasonable.Firstly,based on input-output analysis method,this paper defines concepts of thedependence extent on carbon emission and influence degree to regional economy,andestablish input-output model. We use carbon emission of per unit output as dependenceextent on carbon emission by calculating direct and indirect carbon emission,and use theproportion of intermediate inputs and the summation of final used and fintermediate inputsas degree of economic impact.Secondly, we also proposed input-output model that calculating net carbon emissionsof regional trade in the case of regional economy as an open economy, and analysis of thetrade carbon pollution. Given the factors of dependence on carbon emissions, influencedegree to regional economy, trade carbon pollution and the trade, the responsibility forcarbon emission reduction of each industry department could be figured outunequivocally.Thirdly,empirical research about Hebei province indicates that Processing ofPetroleum, Coking, Processing of Gas industry and Manufacture of Non-metallic MineralProducts industry should share more responsibility. Smelting and Pressing of Metals,Chemical Industry, Manufacture of Metal Products, Mining and Quarrying of Coal andProduction and Distribution of Electric Power and Heat Power are in need of technical innovation, but not limit the development. Farming, Forestry, Animal Husbandry, Fishery&Water Conservancy and Services are industries that should be encouraged thedevelopment.
