With the rapid economic development, people’s living standards have been greatly improved, followingthatno longer satisfied with simple material pursuits, demands for quality of life has reached an unprecedented height. In recent years, because of the environmental degradation, quality of the living environment become thestandardto judge quality of life for most people,carbon has become one of the hottest topics in the world today. According to economic theory, economic development is inseparable from energy consumption, which is an important element of economic development, at the same time,economicgrowth is the reason for increasein energy consumption, energy consumption leads to increaseincarbon dioxide emissions, with the coming of poor air quality, global warming and other environmental problems. Therefore, there is a complex relationship among economic growth, energy consumption,and carbon dioxide emissions.In order to solvethe environmental degradation problems caused by rapid economic development, reducing emissions of carbon dioxide and other greenhouse gases and developing low-carbon economy became aninevitable choice for the world. This thesis is based on this topic.Firstly, the thesis uses the input-output analysis and brings input-output analysis and low carbon economy together, then reform the traditional input-output table,add the fifth and sixth quadrant below the third quadrant, named energy consumption quadrant and carbon emission quadrant, and add the data of people’s energy consumption and carbon emission, so the Beijing 2010 carbon input-output table is worked out, five coefficients are set. Secondly, establish carbon model on the basis of the input-output tables and do empirical analysis of the models, reveal the relationship between the number of department output, energy consumption and carbon dioxide; Establish carbon emission optimization model, provide a basis for the department of industrial structure adjustment and optimization. Finally, provide policy and suggestion on the basis of the empirical analysis.
