The production of any kind of goods, will directly or indirectly generatecarbon emissions, which is the basic meaning of embodied carbon. Climatechange is a problem which attracts increasingly close attention to theinternational community’s, carbon dioxide and other greenhouse gasemissions’ significantly increase is the direct reason of the appear of thegreenhouse effect. Therefore, how to ensure the realization of economicdevelopment, based on the reduction of carbon emissions has become a hotissue in the current national research.The appearance of international trade makes the geographical separationof goods production and consumption, a commodity can be produced in onecountry, while in another country to be consumed, so how to define theresponsibility of carbon emissions has become an urgent problem.Using the input-output method, the thesis calculated China’s foreignexport implied carbon emissions about the year of2007and2010, the resultsshow that there is a huge net exports of carbon emissions in the year2007,implied that China took over many responsibilities of foreign majorenvironmental pollution and carbon emission reduction pressure which didnot belong to her; However, the situation of2010is quite different from2007,because the overall level of carbon emission factor has declined, in2010,China’s import and export carbon emissions implied a more substantialdecline, and there is a small net import of carbon emissions. From the viewof sector,data of the two years have shown that a large amount of import andexport department also implied a large amount of carbon emissions exportsector, and there is strong consistency in the data.Finally, according to the results of calculation and analysis, the articlegives the corresponding policy recommendations, such as participation in thedevelopment of the international carbon reduction mechanism, theintroduction of foreign advanced technology, improving the energyconsumption structure and export commodity structure.
