With China's lasting and rapid economic development, energy demand is also increasing. However, regions which mainly exploit energy resources do not view a parallel growth like the energy product output, and some of them are even facing the risk of recession as the resource is being depleted. In order to find out the interactive priciples of energy exploitation system and industry system in energy resource intensive region, the coupling relationship betweeen them is studied. At first, the paper discusses the development situation of the coupling system in energy resource intensive regions and finds out that as China's economy develops, the energy resource intensive regions also have made great progress, but the problems are still disturbing: the heavy industry is over weighted and high energy consuming and the tertiary industry output takes a low proportion in GDP. On this basis, the dissipative structure theory is applied to analyze the formation mechanism and the development trend of the regional energy-industry coupling system. Then, with the knowledge of system theory, a coupling degree model is established. Combined with the coupling degree model, the VAR model is used to analyze the energy-industry system in Shanxi Province. The results show that the coupling degree of Shanxi energy-industry system moves forward along a wave-like curve during the past three decades. In addition, VAR model results show that besides the sum of energy consumption, the energy product output and the rate of further process of coal also have Granger causality with industry development. Hence, the development of industry system have a positive impact on the energy development system. At last, on the basis of quantitative analysis, some policies for further development of Shanxi energy-industry system are proposed.
