Western Energy Development Research

Energy is the prominent physical base on which we realize the development of economy and improve our living level. We human beings could not survive and achieve progress without this important resource. Although we have achieved great progress in energy industry since the new China was founded, the efficiency of energy remains in a low level because of the extensive growth in economy. With the expansion of the demand for the expenditure, the productivity of energy in our nation could not meet the request of the economic development. As a result, our country becomes one of the main countries which rely a lot on imported energy. At the same time, the situations in the primary energy-supply countries are turbulent, which actually enlarges our political and economic risks during the importing process. Concerning with the present situation, the government made out our energy strategy, standing on our own resources and obtaining more sources from abroad, which made western area our important energy base. However, the quality of the present energy exploitation in western area is quite poor, which is not in accordance with this area's status in our energy-supply system. This situation will not only wreck the security of our energy system and our economic development, but also ruin our wonderful dream of realizing harmonious society. Based on the consideration above, the thesis was started with the analysis about the strategic status of the western area,then, the author tried to find a way to deal with the problems emerged in the energy exploitation, to promote the secure level of our energy system and accelerate the growth of the economy in western area.The thesis was provided into three parts as follows:In part 1 (chapter 1), the thesis was began with the analysis on the energy circumstance from both demand and supply angle. From which we can notice that the consumption amount exceeded the production amount several years ago, and in 21st century, the rate of increase in the demand of energy was speeding up, which brought much pressure to our energy-supply system. After describing the abundant energy resources in the western area, the author studied the strategic status of western energy resources in our energy-supply system, and tried to verify it by the process and the tendency of energy exploitation in the first several years in 21st century.To continue the study, part 2(chapter 2) spread out and went deep into the research. Focusing on the microeconomic behavior, the author analyzed the problems emerged in the exploitation in western area. These problems will hinder the continuous development of our energy industry and our economy. The aspects this part studied were ranging from the plan-making, ecosystem, profit-compensation to the exploitation of clean energy resources, etc.Part 3 was composed by the 3rd and the 4th chapters. In chapter 3, the author studied the experiences about the energy exploitation from Japan and the U.S.A, summarized their successful methods in making andcarrying out the plan, administration and so on. Integrating with the helpful experiences and the analysis in part 2, the author worked out a series of suggestion as the result in chapter 4, hoping to lead the western area to enter the positive cycle between the energy exploitation and the development of economy through the establishment of guiding system.The innovation of the thesis mainly exists in three points. First of all, the author focused on the economic behavior, energy exploitation, rather than the economic environment and the enterprises, which were usually the main points studied in the past several years. Secondly, the author paid more attention to the problems instead of the achievements of the exploitation, of which people always were proud. Lastly, the author emphasized the role of the government, the government should do more works ranging from making plans, profit-compensation principles, encouraging roles to perfecting the law system, in order to create a better atmosphere of development.
