By the guide of theory of human capital and of new economic growth,with the theory aboutthe relations between the regional economics growth and higher education development,thepaper will adopt the economic model to research for the real relationship between two,which ison the basis of recent data of time series.Eventually,it will come up with the correspongingadvices deprived from the research conclusion.Basically,the contents of this paper are organized as follow:Firstly,it is interpreted that the technical identifications of higher education and economicgrowth and the relative theories such as human capital and new economic growth,which canmake theatric basis for the further empirical study.After that,the paper is to construct a couple of index systems to depict higher educationdevelopment and economic growth respectively,on the basis of analyzing the Hebei highereducation development and the economic growth present situation.Then considering from Hebei higher education development's quantity grows and qualityenhancement it will adopt the econometric models such as Granger causality test,Cointegretionmodel,to evaluate the co-relations between the two systems.At the end of this paper,going a step further,it evaluates the co-relations between the twosystems from the structure of Hebei higher education development.According to the empiricalstudy,the paper comes to the conclusions as follows:1.There exist long-term relevance between the higher education development and theeconomic growth of Hebei Province.2.Hebei economic growth is Ganger Clause the higher education development. but we cannot sure that the development of higher education promote economic growth.3.There exist a positive correlation between the higher education investment and economicgrowth.Lack of the research is fail to built a comprehensive model including higher educationdevelopment quantity,structure and benefit.
