Planning And Design Of Public Logistics Information Platform Of West China Logistics Port

Public Logistics Information Platform is a relatively new concept. Now there is no formal reference in foreign countries and the planning and design in domestic is still in the exploration period. In this paper, we use West china Logistics Port as an example to illustrate planning and designing of Public Logistics Information Platform. The example can provide ideas for later platform planning and design, and provide material for later study.Firstly, we summarized the existing theories of Public Logistics Information Platform, such as definition, structure, classification, function and main mode. Then, based on observation and analysis of hundreds of Public Logistics Information Platform home and abroad, we summed the development status of Public Logistics Information Platform. In the foreign part, we classified the similar existence into five types. In the domestic part, we summarized the existing platform from enterprise-park level and government level.Secondly, we used Self-organization Theory to analyze Public Logistics Information Platform from Self-organization phenomenon and Self-organization condition two parts. In the first part, we tried to explore the development law of Public Logistics Information Platform and had a deep understanding of it. In the second part, we analyzed the platform from open, nonlinear and emergency, fluctuation and mutation level, and gave its deficiencies in those aspects. These analysis and deficiencies are used as important reference for later planning and design. As a shining pearl in system science theory, Self-organization Theory has been widely used in natural sciences and got great achievement. It is really a bold attempt that we first used it in analyzing Public Logistics Information Platform.Finally, we gave the overall planning, the core function design and technology design of the project. Among them, the core function design part developed deeply in three levels from eight aspects, and the technology design part gave the recommended technology selection.
