Logistics industry, as the third profit source to the national economy growth, has become an important standard to measure a country or region comprehensive competitiveness. Logistics public information platform is the main trend of modern logistics, and its development counts for much to the whole logistics industry. Shanxi Province, one of the most significant coal energy bases, is rich in coal resource. Coal industry as a basic industry in Shanxi province plays a very important role in the whole economy. But its poor logistics, such as low logistics information level, incomplete logistics information system etc, hinder the coal industry's advancement and impact the whole economy development. So how to improve logistics information system, to enhance the logistics efficiency, to reduce the logistics cost, and to strength the comprehensive competitiveness, have become a debated question by government institutions, enterprises, experts and scholars. In this context, by surveying and analyzing, this paper presented the concept of coal logistics public information platform, and the public platform specific analysis and design, looking forward which could make some contributions to coal logistics industry in the sharing of information, data, and resources.This paper first reviewed the research background, purpose and meaning. And then introduced some related concepts and theories such as logistics information, logistics public information platform, coal logistics. After this paper analyzed the present situation of coal resources and logistics, and summarize many defects of coal logistics, such as low information level, the logistics concepts backward, uncompleted logistics market, poor logistics efficiency etc. By analyzing the input and output of coal volume in Shanxi Province from 2002 to 2009, this article make some predictions of the coal logistics and point out the necessity of building coal logistics public information platform. Based on the analysis above, this paper made the specific planning of this platform. Fist, according to features of coal logistics, the author summed up users'requirements of information and functions. Second, illustrated targets and principles of platform building by demand analyzing. Third, thinking of features of coal industry and end users'requirements, this paper proposed nine basic functions of the platform:Data exchange processing, Comprehensive information service, Electronic trading services, Customer services, Decision support, Intelligent distribution and cargo tracking, ASP, System management, Others services. Fourth, using the logistics information system design theories, the author projected the structure of the platform:taking advantage of B/S structure, designed 3 levels B/S structure, and the logic structure which are basic level, application supporting level, application level, interface level, security level. Fifth, according to the structure and function this paper points out the platform development environment and application of the key technology. Then based on the content of the planning details, this paper figured out the evaluation index system of the platform from function, structure, and technique aspects, this paper evaluated the platform program based on entropy fuzzy comprehensive evaluation method. At last, this paper, in order to the coal logistics public information platform finished successfully, proposed some countermeasures and suggestions from the model of building and business, capital, policy, personnel and so on for the platform.The innovation of this paper is the application of logistics public information platform in coal logistics industry in Shanxi province, proposed the planning of coal logistics public information platform, and evaluated it by entropy fuzzy comprehensive evaluation method to account for this program planning legitimately.
