Rural Information Infrastructure Investment In The Western Regions

In recent years,with the continuous development of China's economy , the central government put forward to build new socialist countryside and to develop information technology in rural region, make speeding up the development of information in western rural regions as the "Eleventh Five-Year" strategic objectives, make sovle rural issues as important part in building a harmonious society. In the age of continuous information development, imperfect information development in western rural region seriously hamper the development of economic development, and make wealth gap between urban and rural region grow, provoke more social contradictions easily. Therefore, development of information technology in rural western region will fundamentally resolve social conflicts, contribute to a harmonious society. So how to accelerate process of information development in western rural region , how to promote sustained, rapid and healthy development of rural economy and overall social progress, and how to make information development serve for development of modern agriculture and efficiently use of funds for construction of information infrastructure has key to the development of rural information.This article describes the importance of information technology construction. In western rural region, make analysis of existing infrastructure modes, focus on analysis of investment for information infrastructure and problems in the Western region, and finally according to the analysis results, propose for investment mode and solution in information infrastructure development in west regionThrough empirical analysis of capital investment in information technology infrastructure in rural western region, this article propose to use PPP investment model to ensure the projects operation important, establish a robust investment and financing system to attract foreign investment, early warning and supervision and management mechanisms to enhance low risk of corruption in financial operation. I believe under perfection of Government System and support & supervision from social forces, Information development in western rural region will go further.
