For resource-rich regions of Yulin City, on one hand the economy develop rapidly, alongwith the rapid growth of private capital, but need a safe and reliable investment outlets, on theother hand, the development of the agricultural economy is far behind the development ofeconomic development in the industrial, the reason is that investment in rural areas especiallyin rural areas inadequate investment in infrastructure is the fundamental problem. Previousresearch on rural infrastructure development in the literature is more concerned about fiscaland financial support, but less attention to social capital investment in rural infrastructuredevelopment. This paper tries to describe the rural infrastructure in theoretical, and thenthrough the development experience of rural infrastructure abroad, analysis the advantages ofprivate capital and the needs in rural infrastructure development in Yulin City, theconclusion points out the suggestions to guide private capital investment rural infrastructurein Yulin City.The full text is divided into seven parts. The first chapter is the introduction, focuses onthe structure, ideas, research methods and the introduction of the research of infrastructure inrural areas, and found that the research and Analysis on rural infrastructure in China haslagged far behind, especially the study of less private capital in rural infrastructure. Thesecond chapter focuses on the relevant concepts are defined, and the public and privatecapital theory, public product efficiency improvement theory and property right theory andother three kinds of theories. The third chapter introduces the foreign experience oninvestment in rural infrastructure, points out that China need to increase credit support,improve the investment environment and other aspects.The fourth chapter focuses on the advantages of private capital, the development of ruralinfrastructure status and demand in Yulin city. On one hand, the private economy developsrapidly in Yulin City, the folk capital expand, investment channel is narrow, lack of the wayof funding. on the other hand, funds shortage and financial support is not enough, resulting inrural infrastructure construction need capital investment, restricted factors of ruralinfrastructure construction cooperation main body vacancy, unclear property rights and private capital into the rural infrastructure construction of facilities. The fifth chapter studiesthe feasibility of private capital in Yulin supporting rural infrastructure. Private capitaladequacy is the foundation of private capital to support the rural infrastructure, thedevelopment prospects of the rural economy, the improvement of the investment environment,vast rural policy efforts for private capital investment in rural infrastructure constructionprovides the good investment environment. The sixth chapter puts forward policy suggestions.To strengthen the government’s guidance and supervision, promote various investments andfinancing mode, the reform of rural property rights system, the multi force to jointly promotethe investment of private capital in rural infrastructure construction. Finally, the studyconcluded.The results of this study argues that for the rich resources of Yulin City, the developmentof rural infrastructure needs the support of private capital, private capital investment in ruralinfrastructure investment is feasible and reliable, strengthen guide and encourage, promotevarious investment and financing mode, the reform of rural property rights system, multiparty together to jointly promote the Yulin folk capital city is an effective way to support thedevelopment of rural infrastructure...
