Research On The Investment Of Private Capital In Infrastructure Construction Under PPP Mode

Under the new situation of economic globalization,all countries in the world are exploring the feasible way of economic development,but they are faced with the problem of shortage of funds in the course of development.After twenty-first Century,China's economy has developed rapidly,and the demand for investment in public projects is growing.In order to create a good economic environment and provide high quality public services,basic infrastructure should be improved.Basic infrastructure construction usually has the characteristics of large investment,long cycle,high risk and high operating costs,and its products and services have a certain public welfare and regional natural monopoly,so the government usually to control it.However,since the last century 70 s and 80 s,more and more countries and regions gradually realize that the current infrastructure of such a huge scale,still only by government leading construction and operation practice of the government burden,difficult to continue the traditional problems,the government led financing model has been difficult to meet the current needs.In the infrastructure investment,the introduction of private capital and market-oriented operation can not only reduce the government's financial pressure,but also improve the operational efficiency of the project,improve the level of government services.This makes the PPP model earns thecommon concern of theorists and practitioners,this paper studies the PPP model of private capital investment infrastructure projects,Using the combination of theory and practice,qualitative analysis and quantitative analysis,literature research and comparative research methods.First of all,described the necessary of the PPP mode fromfour aspects just like private capital investment in infrastructure construction to ease the funding gap,reduce the financial burden,establish competition mechanism and improve the investment efficiency.At the same time,analyze the total amount of private capital is large enough,the investment in infrastructure,low barriers to entry of private capital investment experience of other possible factors,do for a more in-depth analysis of the problem of expansion.Secondly,analyze the domestic PPP model of the legal environment,the return on investment,risk sharing mechanism,so as to find the existence of China's PPP model,get the reasons of it,and strive to find the root of the remedy.Then,by learning the experience of four developed countries the United States,Britain,South Korea and Japan,according to the actual situation in our country,from the laws and regulations,income distribution and risk sharing mechanism in three aspects of learning and learning to choose.Finally,put forward suggestions on the development of PPP mode in infrastructure construction,improve the reasonable risk sharing mechanism and benefit allocation mechanism,lawsandregulations,inorder to make a positive significance to the development of the PPP mode in china.
