Guangxi state-owned investment & financing company(GSIFC),it is Guangxi's the main intent which achieves the strategy of investment & financing(I&F),the important carrier of Guangxi optimizing the economic layout and adjusting economic structure and converting the style of development. Some GSIFCs, such as Port, railway, highway, nonferrous metal, finance, infrastructure, etc., were founded since 2007. The GSIFCs implemented actively I&F overcoming more difficulties around the economic and social development, and have acquired outstanding performance in the short time. Along with the scale expanding quickly, it appears some projecting risk of the I&F of the GSIFCs, which restrict their development further.The thesis submitted regards 6 GSIFCs as the representatives to research, describes their historical evolution and development strategy and objectivers, expatiates on 6 GSIFCs'main business and development orientation. It reveals possible risk factors in the process of I&F by analysing the plans, emplementation and performance. It analyses the main risk factors of I&F from the strategy level and the operation level drawing on the domestic and overseas theories of risk. It puts forward response targeted from the five measures of risk. It has very great reference to help maximize GSIFCs risk preventation, risk management and risk mitigation. On the other hand, it concludes finally the six policy recomendations to promote GSIFCs'development and reduce the risk. It is of great significance to promote the GSIFCs prosperity and development sustainted, improve management level, increase the velue of state-owned assets, safeguard the security of state-owned assets and to value people's livelihood , guarantee economic growth and ensure social stability.
