With the rapid economic development of'Yangtze River Delta Region'and the continual promotion of rural urbanization, in the process of urban and rural integration development and building a harmonious society, agriculture in Changzhou not only undertakes the important task of supporting social stability in the process of rapid economic development, but also relates to the realization of the strategic goal which is accelerating the construction of the city's high-level well-off society. In the new market economy conditions, the agricultural industry cluster is a necessary requirement for modern agriculture as well as a new form of industrial organization to optimize the layout of agricultural productivity and to increase the competitive advantage of agricultural products. First of all, on the basis of agriculture development and industrial cluster theories, this paper scientifically interpreted the meaning and the characteristics of agricultural industry cluster, analyzed the agricultural industry cluster formation mechanism and its supporting system. Second, this paper proposed the practical and strategic significance of the theory to the development of modern agriculture industry in current and future period. Combined with the practice of Changzhou City, This paper also analyzed the practical working basis of the city to speed up and cultivate agricultural industry cluster, the existing problems and guidance ideology, objectives and tasks, basic principles, proposed plans to build five industrial cluster areas and to nurture five industry clusters as well as seven safeguards. Finally this paper gave policy recommendations on the future development of modern agriculture industry from the government level.
