As one of Tianjin Binhai New Area's eight industrial functional advanced manufacturing industry areas, Binhai New Area's Bulk cargo logistics area is responsible for bulk manufacturing and logistics industry features. It strives to build a logistics system, which can fast delivery goods to foreign customers and has high quality service, and has greater competition in the market range, building commodity logistics, information platform, radiation "Three North" distribution logistics center. Also, the aim is building to serve large-scale metallurgical manufacturing enterprises, with a variety of transportation, manufacturing, logistics and production services, having advanced concepts, flexible models, and modern integrated logistics services. The logistics area-based facilities for the joint venture provides a standard of "seven connections and one leveling", including roads, drainage, sewage, electricity, telecommunications, gas, heat and site preparation, and infrastructure is connected to the red line plan. This article's project is to improve the positioning of the main function of Binhai New Area of bulk logistics support municipal facilities. Since the whole project is too large and complex, this article highlights the research content in the supporting infrastructure of roads and drainage (rain, water) projects. Through the project post-evaluation, using contrast and comprehensive evaluation method for the diagnosis of completed projects, presenting a complete set of project proposals and programs, the method provide a reference for the further study.The paper mainly studies contents:The first chapter introduces the project's overview, topics, and project post-evaluation's theory, providing the later detailed analysis and discussion. Through the post-evaluation analysis for decision-making, planning and design, implementation, and completion and acceptance of other aspects of the project management process, we gain experience from success and learn the lessons of failure, in order to improve the level of the same types of projects management. Chapter II, the project post-evaluation of the main decision-making is for project proposals, feasibility studies, project evaluation report, analyzing and evaluating the project decision-making content. The project proposal is clear, comprehensive, focused, which gives a detailed analysis on the necessity of the project, construction conditions and project financing aspect. It proves that the project selection is correct because it follows the scientific, systematic, efficient principle. Report for the project feasibility is prepared according to the sufficient basis, clear scope and principles. From the point of view the construction conditions itself, the project's location site is suitable; traffic is convenient. The project's construction scale and planning are reasonable from the economic perspective. Besides, it is technically feasible; the requirement for the materials, equipment is sufficiently supplied; required water, electricity, gas consumption are secured; the energy saving, fire, epidemic prevention and environmental protection comply with the national and local related specifications. The project has financial viability and outstanding social benefits. That scientific method promotes local development in all aspects. Chapter III is about project planning and design stage post-evaluation. This project selects a company of A-level qualification for the road and drainage design which lives up to the timing of development and construction, adheres to the overall planning and insists on the principle of phased construction. Although there are some changes during the implement, but form the overall point of view, it follows the original design. Chapter IV is about project bidding and contract management post-evaluation. The construction of the project selects the construction unit by inviting bids or tenders. The contents of all construction comply with fair and reasonable principle. Contracts are formulated in accordance with the relevant contract law, making the project proceed smoothly and orderly Chapter V is after the implementation phase's post-evaluation. This part includes the project schedule, quality and cost. Although some of the activities extend the duration of the project, but impact on the schedule is not great. The expected goal, excellent evaluation rating, is achieved by the organization, management and strict control measures. For the cost management perspective, the cost increases since the construction program has changed. But within the allowable range, we control the project expenditure in accordance with "open, fair and just" and "shop around" principle, which makes the overall evaluation of the project better. Chapter VI is about project post-evaluation after completion and acceptance. After completion of the project, relevant departments has organized acceptance. Chapter VII is about the post-evaluation of project impact. Not only the macroeconomic and social aspects, but also the environment has been greatly Improved.
