With the raising of the level of science and technology development, the military technology and the civilian technology integrate progressively. Developing the dual-use technology and choosing the model of dual-use technology achievements extension, become a new subject. This paper studied on the worldwide typical countries's model of dual-use technology achievements extension comparatively, and then analyzed its selection of the extension mode based on constructing China's model of dual-use technology achievments extension. It provided reference of theory and method for China's dual-use technology achievements extension.Based on the the theory of science and technology achievement extension, the paper firstly analyzed the connotation and motivation of the dual-use technology, moreover researched its types and process deeply. Scendly, according to the status of China's model of dual-use technology achievements extension, it constructed four types of extension model, including the study on its mechanism of operation, combining with comparatively analyzing of typical countries's and regions's model. Thirdly, it established an evaluation index system for the selection of dual-use technology achievements extension model, and reseached on its general process of qualitative and quantitative analysis, at the same time introduced fuzzy integral to quantitative evaluation. Finally, it maked an empirical research, by taking hydraulic actuator for example, studied on its process of the selection extension model and the results of the empirical research, and putted forward its appropriate extension model finally, which could offer a scientific basis for the selection and implementation of hydraulic actuator dual-ues technology extension model.
