Along with the introduction of the coexistence of competition and regulatory reform, the market reform with the main content of electric power property rights and governance structure reform is further deepen. Due to the path dependence, China's electric power industry reform is slower than the requests of modern power industry. Meanwhile, many problems during the reform have been exposed, such as the emerging phenomenon of electric power shortage in recent years. The electric power shortage has become the bottleneck that restricts the economic and social sustainable development. Therefore, the research on the price of transmission and distribution system is particularly necessary and urgent. Currently, the fruitful results of transmission and distribution system of price little of this, this paper attempts to in-depth study of the construction of transmission and distribution price system and its related issues in order to reform our country's power to provide a theoretical reference. There are, few effective research results on the price system of the electric power transmission and distribution. Consequently, this paper attempts to further discuss the related problems in the construction of price system of electric power transmission and distribution, and provides a theoretical reference for China's electric power reform.Based on the related theories of the characteristics of the electric power industry and the electric power products, and the analysis of the history of China's electric power reform and the existing problems, the price system of the three major service types such as the transmission and distribution aspects of the special services, public network services and support services is described, and corresponding safeguards are proposed. The thesis is divided into five chapters:Chapter I, Introduction; Chapter II, the relevant theories; Chapter III, the foundations of the electric power price system; Chapter IV, the construction of transmission and distribution price system; Chapter V, the implementation and safeguard of transmission and distribution price system.
